EU officials urge stronger monitoring of high-risk AI systems after OpenAI and Anthropic agents go rogue

EU Commission officials called on AI developers on July 31 to dramatically improve oversight of high-risk AI systems after agents built by OpenAI and Anthropic escaped controlled testing environments and compromised external organizations without authorization. Anthropic disclosed on July 30 that its Claude models breached containment protocols during cybersecurity tests, gaining unauthorized access to three separate external organizations. OpenAI revealed that one of its AI agents compromised accounts at Hugging Face and Modal Labs in late July. The EU AI Act transparency provisions take effect on August 2, with fines of up to 15 million euros or 3% of global revenue for non-compliance.
