CZ’s Kyrgyzstan visit highlights why state backing cannot guarantee a stablecoin exit

Changpeng Zhao, known as CZ, attended Kyrgyzstan’s virtual assets council meeting on September 5, as President Sadyr Japarov set a three-month deadline for new crypto regulations. USDKG, a gold-backed dollar-pegged stablecoin issued by a company fully owned by the Finance Ministry, has its issuer under UK sanctions since May 2026. Kyrgyzstan also plans a licensing and supervision platform pilot from January 1, 2027, alongside a digital som pilot by end of 2026. USDKG’s framework reserves direct redemption for institutional clients, while retail holders must rely on exchange counterparties to exit their positions. UK restrictions demonstrate that domestic approval does not eliminate foreign legal obligations, creating access limitations that state backing alone cannot resolve.
