ChangXin Memory Technologies (CXMT), China’s largest DRAM manufacturer, has filed a lawsuit against the US Department of Defense challenging its inclusion on the Pentagon’s Section 1260H list of Chinese military-affiliated companies. CXMT was removed from the list in February 2026 before being reinstated on June 8, 2026, alongside chipmaker Yangtze Memory Technologies. The company completed its IPO in July 2026 with shares surging approximately 466%, pushing its valuation to around $485 billion. CXMT argues the designation violates the Administrative Procedure Act, the same legal argument deployed by Yangtze Memory Technologies, WuXi AppTec, and Alibaba, which have all filed similar lawsuits against the Pentagon.
