Crypto holders face an August 23 deadline to figure out who controls HTX or risk violating EU sanctions

The European Union will ban transactions with the entity designated as « HTX (HUOBI GLOBAL SA) » starting August 23 under its Russia sanctions regime. This measure adds HTX to Annex XLV of Regulation 833/2014, which targets third-country entities subject to restrictions on direct and indirect transactions. A legal dispute persists over whether Huobi Global SA is truly the owner, operator, and controller of the HTX platform, as HTX claims these entities are separate while UK proceedings allege otherwise. Crypto holders covered by the regulation must determine by August 23 whether Huobi Global SA is their counterparty or custodian or risk falling under EU sanctions. A case-by-case exit path allows EU, EEA, and Swiss nationals to apply to their national authority for authorization to withdraw funds to an EU-incorporated financial institution.
