Circle President Heath Tarbert testified before the House Financial Services Committee to advocate for American dominance in global digital payments through stablecoins. The company secured two federal and state banking charters this summer, while the GENIUS Act passed in July 2025 establishes a federal licensing framework for payment stablecoins effective January 2027. CEO Jeremy Allaire projects the stablecoin market could grow from hundreds of billions to trillions of dollars, with USDC already representing $70-75 billion in market capitalization. Circle faces intensifying competition from the Open USD consortium backed by Stripe, Coinbase, Visa, and BlackRock, as well as traditional bank-issued stablecoins now permitted under federal law.
