China officially opened applications for its 800 billion yuan financing program, approximately $119 billion, on August 24. This mechanism aims to inject capital into infrastructure projects and strategic sectors, with an expected multiplier effect on private credit. Analysts at Caitong Securities estimate that full deployment of funds could take an additional month beyond the application launch. The program includes a 1.5 percentage-point interest subsidy for qualifying SMEs, capped at 50 million yuan per enterprise, along with a 500 billion yuan guarantee facility to encourage private investment. If funds are not deployed until late September or October, the stimulative impact will be pushed to the fourth quarter.
