Bitmine chairman Tom Lee said Monday on CNBC that the crypto market is recovering due to international adoption, with Europe, Japan, and Russia passing CLARITY Act-like legislation. BlackRock voiced support for the bill, calling it an « important step » toward a regulatory framework for digital assets. The legislation cleared the House in July 2025 and advanced through the Senate Banking Committee in May 2026, but remains stalled over an ethics provision prohibiting the president and congressional members from issuing digital assets. The practical deadline for passage in 2026 is August 7, before the Senate’s summer recess. Major financial institutions supporting the bill include Goldman Sachs, BlackRock, Fidelity, Franklin Templeton and Charles Schwab.
