SEC proposes new rules to regulate crypto

The US Securities and Exchange Commission has published a proposed regulation called « Regulation Crypto Assets » to oversee cryptocurrencies, while the CLARITY Act remains stalled in Congress. This regulation provides two exemptions from the registration requirements of the Securities Act of 1933: one allowing crypto startups to raise up to 5 million dollars over four years, and another permitting annual fundraising capped at 75 million dollars with reporting obligations. The proposal also includes a safe harbor provision offering regulatory protection to cryptocurrencies meeting certain criteria. Open for public comment for 60 days, this regulation aims to clarify the federal framework for crypto assets and encourage projects to stay or return to the United States.
