Republicans, who hold 53 of 100 seats, need at least seven Democratic votes to reach the required 60 votes and begin formal consideration of the bill. Senator Bernie Moreno said eleven months of negotiations were over and that nothing remained to resolve. Without these Democratic votes, the CLARITY Act would not be formally dead, but it would significantly weaken the chances of passing market structure legislation this year.
