Vladimir Putin signed Russia’s first cryptocurrency regulation law, marking a major shift from the country’s previous ban on digital assets. The legislation covers exchange platforms, digital custodians and mining operations, requiring entities to register in an official registry with a minimum capital of 15 million rubles (under 200,000 dollars) to operate after July 1, 2027. Non-qualified investors are limited to 300,000 rubles (3,700 dollars) per year per intermediary for the most liquid cryptocurrencies, while qualified investors face no limits but must pass an aptitude test. The use of cryptocurrency as a payment method remains prohibited across the country, except for foreign trade, mining proceeds and certain specific settlements.
