Congress needs an AI framework now

Congress is moving closer to passing a federal framework for artificial intelligence, with the Trump administration issuing an executive order on advanced AI security and planning a September summit on global AI risk. Several bipartisan proposals are on the table, including the FRONTIER Act and the AI Risk Evaluation Act, aimed at establishing oversight for frontier AI systems. The main obstacle remains the debate over federal preemption of state AI laws, with more than 250 state lawmakers opposing any measure that would strip states of their authority. In the absence of federal action, states like California, New York and Illinois have already enacted their own legislation, effectively creating national standards. The author urges Congress to adopt a federal framework without allowing the federalism debate to derail much-needed governance measures.
