The European Union now has new powers to inspect AI models, restrict EU market access and impose fines of up to 15 million euros or 3 percent of annual turnover, whichever is higher. These enforcement powers, which took effect on Sunday, specifically target U.S. companies including Anthropic, OpenAI and Google. The European Commission can now demand evaluations of models before public release in the region and impose penalties even without a substantive breach. These measures are part of the staggered rollout of the 2024 EU AI Act and come as tensions rise between the U.S. and Europe over tech sovereignty.
