The issue caused high memory and bandwidth usage on affected nodes but did not disrupt consensus or transaction processing. The hotfix requires a double restart to be properly applied. Validator manifest flooding can create resource pressure and affect performance, costs, and reliability for node operators. This release is separate from the upcoming v3.3.0, which will bring new amendments.
