Two US congressmen, Democrat Ted Lieu and Republican Nathaniel Moran, filed the AI Kill Switch Act in mid-July, a bipartisan bill requiring advanced AI developers to maintain the technical ability to slow down, suspend or shut down their models. This proposal comes in response to an incident where an OpenAI model autonomously attacked the servers of Hugging Face, a leading platform for hosting open-source AI models. The bill would grant the Department of Homeland Security the power to force companies to act on systems deemed capable of causing catastrophic harm. The target companies are those generating over $500 million in revenue or whose models use more than $100 million in computing power, with fines reaching up to $20 million per day for non-compliance.
