He has outlined the SEC’s « two-bucket » regulatory framework aimed at distinguishing tokens classified as securities from those that are not. The CLARITY Act, which he also discussed, seeks to provide clear definitions of when a digital asset qualifies as a security versus a commodity, a distinction that could reshape how exchanges list tokens and how projects structure their fundraising activities.
