Offchain Labs CEO makes the case for Arbitrum’s licensing model as Base walks away from Optimism revenue sharing

Coinbase’s Layer 2 network Base terminated its revenue-sharing agreement with the Optimism Collective in February 2026, ending an arrangement under which Base contributed either 2.5% of sequencer revenue or 15% of net on-chain profits, whichever was greater. Since the partnership began, Base had contributed approximately 8,387 ETH, roughly $16.4 million, to the Optimism Collective and accounted for 90-97% of its total revenue at various points. The OP token dropped approximately 25% following the announcement. Steven Goldfeder, CEO of Offchain Labs, is using this moment to promote Arbitrum’s approach, whose Expansion Program offers a standardized 10% revenue share with an 80% DAO treasury and 20% Developer Guild fee distribution, alongside free permissionless licensing.
