Microsoft is pitching an AI sovereignty framework to governments worldwide, allowing them to use powerful AI technology built by foreign companies while retaining control over their most sensitive data and decisions. The framework is built around technical pillars: customer-managed encryption keys, strict data residency controls, and the ability to operate in fully air-gapped environments. The company committed over $7.5 billion toward AI infrastructure development in Canada and expanded its partnership with French AI company Mistral in July 2026 to address European sovereignty requirements. According to a Cloud Wars analysis published on July 29, 2026, Microsoft’s frameworks are well-positioned to directly influence future governmental AI policies.
