Russia’s FSB has charged Telegram founder Pavel Durov with aiding terrorism under Article 205.1 of the criminal code and placed him on an international wanted list. The agency accuses Telegram of failing to remove channels, chats and bots used by Ukrainian special services and terrorist organizations to prepare sabotage and attacks inside Russia, resulting in deaths and billions of dollars in material damage. Durov, who has lived in Dubai since 2014 and holds multiple passports, is already facing similar charges in France filed in 2024 over the platform’s alleged refusal to cooperate with investigators. Russia has fined Telegram a total of 100 million rubles (approximately $1.3 million) this year, mostly for failing to delete banned content.
