Japan has submitted a bill to parliament that would reclassify crypto assets from the Payment Services Act framework to the Financial Instruments and Exchange Act framework. This reclassification could establish the regulatory groundwork needed for future spot Bitcoin ETFs, but products are not currently approved or trading. The 2028 timeline mentioned represents a potential target rather than a launch date, with the path to approval still long. Tax rules and product design will ultimately determine whether a future ETF market becomes meaningful or merely symbolic.
