The strawmap outlines seven network upgrades by 2029 targeting 10,000 transactions per second on the base layer through zero-knowledge proofs. Buterin explicitly bet on recursive STARKs and AI-assisted formal verification, stating these are technologies Ethereum is prepared to stake its technical future on. Transaction fees on the base layer have plummeted 79% in eleven months, dropping from $39.6 million in August 2023 to $8.3 million in July 2024, while ETH trades at $1,873, down 55.7% year-over-year.
