The inclusion of the Bitcoin Policy Institute signals that the administration views Bitcoin and blockchain as tools to circumvent censorship and financial surveillance in authoritarian states. In March 2025, President Trump signed an executive order establishing a Strategic Bitcoin Reserve and a U.S. Digital Asset Stockpile, incorporating approximately 200,000 Bitcoin already held by the U.S. government.
