Vladimir Putin signed on August 4 Russia’s first law regulating the cryptocurrency market, effective September 1, 2026. Exchange platforms must demonstrate 15 million rubles in capital and register in a special directory to operate legally. Non-qualified investors are limited to 300,000 rubles in annual purchases, approximately 3,700 dollars, while qualified investors face no cap. Cryptocurrency payments remain forbidden in Russia, except for foreign trade contracts, which Moscow already uses to bypass Western sanctions. Cryptocurrency mining is prohibited in Moscow, the Moscow region, and part of the Kursk region from August 15, 2026 through end of 2032.
