Kazakhstan has unveiled a plan to build a national strategic crypto reserve funded by bitcoin mining revenues. A presidential decree signed on July 7 and a government resolution approved on July 18 establish this « strategic digital mining » program, under which miners must transfer 10% of their digital assets to the state-linked Astana Hub fund. Kazakhstan ranks fifth worldwide for bitcoin mining activity according to the Cambridge Digital Mining Industry Report from April 2025. The National Bank of Kazakhstan, through its investment arm, will manage the reserve, which may invest in digital assets, derivatives, and shares of crypto-related companies. The program also includes a personal income tax exemption for crypto gains earned through Kazakh providers from 2026 to 2028.
