Vietnam has issued one of its strictest frameworks for regulating cryptocurrencies through Decree No. 284/2026/NĐ-CP, set to take effect on September 1st. The government aims to shift trading from international platforms like Binance, Bybit, and OKX to exchanges licensed by Vietnam’s Ministry of Finance. The decree tightens anti-money laundering and know-your-customer regulations, with financial penalties for users of unlicensed services. This approach seeks to regulate rather than ban cryptocurrencies, though no domestic exchanges currently hold licenses. Russia appears to be moving toward cryptocurrency legalization, while India’s crypto policy has faced criticism for high taxes without clear regulations.
