Senate Majority Leader John Thune formally filed cloture Saturday on H.R. 3633, the Digital Asset Market Clarity Act, setting up a September vote on whether the Senate will take up the bill that would establish a federal market structure for digital assets. The cloture motion requires three-fifths of the Senate, normally 60 votes, meaning Republicans will need Democratic support to advance the legislation. Key disputes remain unresolved, including restrictions on stablecoin rewards, safeguards against illicit finance, and whether senior government officials can profit from crypto businesses while overseeing industry policies. The September vote will be the first real test of whether supporters have built a viable bipartisan coalition, as the Senate reconvenes September 14 with a compressed legislative calendar ahead of November midterm elections.
