Circle and Hyperliquid identified as CLARITY Act infrastructure winners by Bob Diamond

Bob Diamond, former Barclays CEO, identified Circle and Hyperliquid as the main beneficiaries of the CLARITY Act during a CNBC appearance. This bipartisan bill (H.R. 3633), which cleared the Senate Banking Committee with a 15-9 vote, creates a regulatory framework for stablecoin yields. Circle’s stock (CRCL) surged nearly 20% in May 2026 following the announcement of CLARITY Act rule compromises. Hyperliquid partnered with Coinbase to integrate USDC, replacing its native USDH stablecoin, with Circle staking 500,000 HYPE tokens on the Hyperliquid network. Diamond estimates the odds of full passage by end of 2026 at between 50% and 75%.
