ChangXin Memory Technologies (CXMT), China’s largest DRAM chipmaker, is planning to build a second chip fabrication plant in Beijing and is actively seeking funding for the project. The company aims to more than double its production capacity by the end of 2027, expanding from three to six 12-inch wafer factories. CXMT completed Asia’s largest IPO of the year on July 27, 2026, raising approximately $8.6 billion on the Shanghai STAR Market, with shares surging 466% on debut. This aggressive expansion threatens to disrupt the oligopoly held for decades by Samsung, SK Hynix and Micron in the global DRAM market. The company faces significant execution risks and the ever-present threat of escalating US sanctions that could restrict access to critical manufacturing equipment.
