This bill, officially designated H.R. 3633, aims to clarify digital asset regulation by granting the CFTC primary jurisdiction over Bitcoin and Ethereum. The legislation passed the full House in July 2025 and cleared the Senate Banking Committee on May 14, 2026 with a bipartisan 15-9 vote. Charles Schwab manages approximately $13 trillion in client assets and its clients hold roughly 20% of all US crypto exchange-traded product assets. Bitcoin surged above $80,000 earlier in 2026 before stabilizing around $60,000 at midyear.
