Galaxy Digital has lowered its estimate for the CLARITY Act’s passage likelihood in 2026 from 50% to 10%. The firm cites unresolved ethics issues, stablecoin yield provisions, developer protection concerns, and a narrow Senate window. Senators will have only about two to three weeks after returning on September 14 to pass the legislation. The bill, which aims to establish the first regulatory framework for digital assets in the US, cleared the Senate Banking Committee in May but faces opposition from Democrats and the banking industry over stablecoin yield provisions.
