OpenAI sent a letter to Governor Greg Abbott detailing its commitment to responsible AI infrastructure development in Texas. The Stargate project, launched in January 2025, continues to expand with Abilene as its main hub, using NVIDIA hardware via Oracle Cloud Infrastructure to train advanced models including GPT-5.5. This massive infrastructure is projected to consume roughly half the amount of water the entire city of Abilene uses in a single day on an annual basis. Governor Abbott signed the Responsible Artificial Intelligence Governance Act on June 22, 2025, effective January 1, 2026, and ordered a freeze on new data center approvals pending audits on electricity demand.
