China’s National Data Administration released on June 9 a draft plan to massively expand high-quality AI training datasets across the economy. The blueprint covers nine industrial sectors including healthcare, finance, and transportation, with a 2028 deadline. The Chinese government plans to invest approximately $295 billion in AI-focused data centers over the next five years. The goal is to create multimodal datasets covering text, code, images, audio, and video ready for commercial use. This initiative comes as projections warn of a potential global shortage of publicly available human-generated data as early as 2032.
