The Hong Kong Monetary Authority published its first Quantum Preparedness whitepaper on July 27, giving itself a current score of 2.3 out of 10 and setting a target of reaching a perfect 10 by 2030. This roadmap falls under the Fintech 2030 strategy and the Resilience pillar of the DART framework, which encompasses over 40 initiatives. The HKMA is collaborating with the Hong Kong University of Science and Technology to develop a post-quantum cryptography toolkit and run training workshops for banks. The urgency is amplified by the growth of tokenization: Project Ensemble, which advanced to its live pilot phase in November 2025, facilitates tokenized deposits and real-value settlements with participation from institutions including HSBC and BlackRock. The cryptographic systems protecting these digital assets could become vulnerable to quantum computers, posing an existential risk to tokenized finance. The HKMA’s Quantum Preparedness Index also creates immediate business opportunities for post-quantum cryptography technology vendors and consultancy firms.
