Despite the massive contract, Oracle shares continued to decline, falling from June highs near $248 to approximately $115 by late July. The contract consolidates Oracle’s existing fragmented licensing agreements across multiple defense agencies into a single procurement vehicle, with the Pentagon expecting at least $441 million in lifecycle savings. The deal contains no blockchain components, focusing entirely on traditional database and enterprise software infrastructure.
