However, he backed giving enforcement authority to the Justice Department rather than state attorneys general, which has become a major sticking point. Senator Angela Alsobrooks dismissed the proposal as unserious, citing Trump’s memecoin holdings and World Liberty Financial income as reasons why federal self-policing would not be enough. Treasury Secretary Scott Bessent reiterated that Congress must establish clear federal rules for digital assets to maintain regulatory certainty and keep capital and innovation in the United States. Institutional investors remain cautious with Bitcoin hovering around $66,000.
