The European Union adopted on July 23 its 21st sanctions package against Russia, comprising 218 new designations, the highest number in four years. Brussels notably bans transactions with 14 crypto platforms established in six countries and introduces an unprecedented tool to target third-country crypto service providers used by Russia. The cross-border payment network A7, which reportedly processed nearly 120 billion dollars and hosts a ruble-pegged stablecoin, is also subject to four new designations. In total, the EU sanctions 94 banks and financial institutions, extends transaction bans to 33 additional Russian establishments, and adds 41 ships from the « shadow fleet » to its restrictive measures.
