EU Names Justin Sun’s HTX in Russia Sanctions, Two Months After UK

The European Union added HTX, the cryptocurrency exchange owned by billionaire Justin Sun, to its 21st package of Russia sanctions. Listed under its operator Huobi Global SA, the exchange appears on a list of firms accused of significantly frustrating EU measures against Moscow. From August 23, EU persons will be barred from transacting with HTX, though no asset freeze is applied. This follows the UK’s May designation of HTX, which accused the platform of channeling more than $1.5 billion to the Kremlin. HTX, which reported more than $3 trillion in trading volume in 2025, denies the accusations.
