Kazakhstan adopted Resolution No. 638 on July 18, establishing a « strategic digital mining » status that will take effect on August 1. Selected operators will receive electricity quotas at capped rates for up to ten years, in exchange for transferring 10 % of their monthly cryptocurrency production to the national strategic reserve. These assets will be managed by the National Investment Corporation of the National Bank of Kazakhstan, which may invest in digital assets, derivatives, and equity in specialized companies. To qualify, miners must operate a data center with at least 150 megawatts capacity and machines delivering at least 150 terahashes per second, criteria that effectively limit the scheme to the largest industry players. Kazakhstan, which had absorbed up to 13 % of global hashrate after China’s 2021 ban, is thus following a state-driven strategy of cryptocurrency accumulation.
