Heath Tarbert, Circle President and former CFTC Chairman, testified before Congress advocating for dollar-pegged stablecoins as essential tools to preserve US dollar supremacy in the digital economy. Circle issues USDC, one of the largest dollar-pegged stablecoins, and Tarbert champions federal stablecoin legislation modeled on the proposed GENIUS Act based on three principles: credible regulated issuers, reserves backed by high-quality liquid assets, and transparent operations with regular public reporting. He joined Circle in 2023 as Chief Legal Officer before becoming President in February 2025. Facing competition from Tether’s USDT, the market leader by capitalization but questioned on reserve transparency, Circle positions USDC as the institutionally palatable alternative.
